I think the 2 pound thing was invented because with traditional exercise for weight loss, that's probably about as much as the normal person can lose, because exercise for weight loss is inefficient, meaning it is not the best way. But if you were to exercise off a massive amount of weight like say 15 pounds, with only exercise and not any dietary changes, that would possibly be unsafe. I say that because it is really hard to lose weight by exercise alone, so losing 15 pounds in a week would mean extreme exercise.
